Measuring Reporting and Verification (MRV) of CSA

This project aims to provide an assessment of the opportunities and challenges to implementing a robust country driven, regionally harmonised MRV approach for CSA in Malawi, Mozambique, Tanzania, Zambia and Zimbabwe. Based on this assessment, country specific CSA MRV plans will be co-developed key CSA stakeholders in each country. The project will aim for each MRV CSA country plan to be specific to the needs and actors at a national level, but also harmonised to enable cross country comparison and knowledge sharing.

Summary approach:
This project’s approach will be to conduct a desktop research study on MRV approaches suitable for Malawi, Mozambique, Tanzania, Zambia and Zimbabwe and consult with key CSA stakeholders in each country to fully understand existing and possible MRV approaches. Based on the assessment of MRV opportunities and challenges assessed at the national level, a regionally harmonised MRV template will be proposed. This regional template will help to guide specific MRV plans and procedures that will be developed in collaboration with the Ministry of Agriculture counterparts and key CSA stakeholders including iNGOs, CBOs and private sector agriculture actors.

Each country-specific CSA MRV plans will feed into the overall regional template, and form a basis for regional reporting on international commitments (e.g. NDCs) and pledges (e.g. Malabo Declaration). A final summary report will outline the coordination and on-going resources required to fully implement a practical CSA MRV plan for the region. The final report will aim to assist partner organisations to maintain and advance a dynamic MRV system that is country led but regionally harmonised. A final regional workshop with key stakeholders from the target Vuna countries in the region will create a mandate for a regionally harmonised MRV plan for CSA.
